Why does the timeframe vary?
A new website in a competitive market starts from a different position to an established business that already has strong reviews, links and search visibility. The services and locations being targeted also affect competition.
Some changes can be noticed sooner than others
Google may discover technical or content changes relatively quickly, while meaningful improvement for competitive searches can take much longer. Google itself notes that some changes may be reflected in hours while others can take months.
SEO is an ongoing process
Competitors keep improving, customer search behaviour changes and your business evolves. Sustainable SEO is therefore better treated as ongoing improvement than a one-off switch.
What should I focus on?
Judge progress across useful signals such as improved visibility, relevant impressions, qualified traffic, stronger service pages and better enquiries rather than expecting one guaranteed ranking date. See What can I do to help my website rank better?.
