Google uses many systems and signals to decide which results are most relevant and useful for a particular search. The result can vary by the words searched, the searcher's location, device and other context.
Competition matters
Your competitors may have older websites, stronger reputations, more useful content, better-known brands, more genuine reviews or more relevant links and mentions. A technically sound new website does not erase that competition overnight.
Location matters for local searches
For local results, Google describes the main factors as relevance, distance and prominence. A business cannot simply optimise its way around physical distance, and Toolbelt Websites does not recommend fake addresses or pretend locations.
What can improve over time?

Can anyone guarantee number one?
No credible provider can guarantee a particular organic Google position. SEO is about improving the factors you can control and building a stronger presence over time, not selling a guaranteed slot.
